Early Insights into 2024/25 Charter Performance

Scotland’s Housing Network Releases Early Insights into 2024/25 Charter Performance
Scotland’s Housing Network (SHN), the country’s largest benchmarking network for social housing landlords, has today released the 2024/25 Charter performance dataset. We’ve seen a record number of participants share their Charter information with us. With data from over 75% of the sector, we are able to offer the most comprehensive view of Charter performance currently available.
As SHN celebrates 30 years of experience, we are delighted to present our first SHN Charter Insights 2024-25 Public Report. This free report provides both members and non-members with early insights and top-level performance highlights. The information in this report is based on the data of 97 Registered Social Landlords and 28 Local Authorities.
Using SHN’s bespoke Business Intelligence tools, members can now access detailed Charter and EESSH data from 125 landlords. This already provides a strong and reliable evidence base. With more landlords expected to submit their data in the coming days, the accuracy and depth of comparisons will continue to grow.
Released just 72 hours after the deadline for landlords to submit their Annual Returns on the Charter to the Scottish Housing Regulator, SHN’s comparison tools offer an early indication of how individual organisations are performing in relation to their peers.
Members can now access this data through SHN’s exclusive tools: the ARC Table and Chart Generators, available via the SHN portal:

Members not only benefit from 24/7 access to our Charter benchmarking tools, but also from bespoke performance analysis visits, data validation and consultancy services, Development Value for Money, best practice exchange, and more.
Max Scotto, SHN’s Service Improvement Manager (Data Insights), said:
“It’s been incredibly encouraging to see a record number of participants share their Charter information with us this year—including many organisations that are not yet members of SHN. As the newest staff member at SHN, I’m especially excited to see the continued flow of data from landlords who are still submitting their data to us. This means that the insights and comparisons we can offer will become even more robust.
While we’ll need to wait until September for the Scottish Housing Regulator to publish the official dataset covering all landlords, SHN is already in a strong position to offer our members the most comprehensive view of Charter performance for 2024/25 currently available.
Early access to this level of insight enables landlords to make informed decisions and drive meaningful service improvements for tenants and customers across Scotland.”
